New background Layer 1.      Choose Layer > New>Background from layer. This changes the active layer to the background layer. The command is available only if a background layer does not already exist in the image.

Layer from Background 1.      Double-click the background layer in the layers palette. Converts the background layer to a nonbackground layer. The new layer will be created from the background with a default name of layer 0 2.      Choose Layer>new>Layer from background. Converts the background layer to a nonbackground layer.
